Regionalization Plan
What is Regionalization?
Regionalization refers to organizing the State of Missouri into regions, based upon the existing nine (9) troop areas of the Highway Patrol, with additional two (2) areas for the Kansas City and St. Louis metro locations. Within these eleven (11) regional areas, the local Regional Planning Commissions (RPCs) organize and facilitate a regional Homeland Security Oversight Committee that helps plan, assess and allocate grant funding on a regional basis. Mo-Kan REgional Council, with the help of Green Hills Regional Planning Commission and Northwest Missouri REgional Council of Governments, are responsible for regional planning and administration of the grant funding.
How does this affect Northwest Missouri?
The Northwest Missouri Region is comprised of the following counties:
- Andrew
- Atchison
- Buchanan
- Caldwell
- Clinton
- Daviess
- De Kalb
- Gentry
- Grundy
- Harrison
- Holt
- Livingston
- Mercer
- Nodaway
- Worth
Within these 15 counties, funding is available to emergency service and first response providers for equipment, training, exercises and planning. Annual applications to the Region H Homeland Security Oversight Committee are accepted in the fall and are usually announced in spring of the following year. Investment Justifications (funding categories) are set annually by the State Homeland Security Advisory Committee, and funding requests must align with these categories. Eligible entities include, but are not limited to:
- Law Enforcement Agencies
- Fire Departments
- Public Works Departments
- Ambulance Districts
- Public Works Departments
- Cities
- Counties
- Volunteer Agencies
- Non-profit Agencies
